"Rīgas satiksme": State Audit did not reveal any violations; cost of one trip after recalculation is still EUR 1.20

The conclusion of the State Audit, which verified the correctness of calculations by "Rīgas satiksme" of the tariff set as of January 1, 2014, did not reveal any violations which would conflict with regulations and laws of the Republic of Latvia. The conclusion contains recommendations to improve some internal regulations of the company. The audit was conducted from January 6 till April 30, 2014.

"Rīgas satiksme" Chairman of the Board Leons Bemhens: „Although „Rīgas satiksme” has a different opinion on several conclusions made by the State Audit, including the registration of children, policemen and other groups of passengers, we would like to thank the State Audit for the recommendations. I would like to stress that "Rīgas satiksme" has recalculated the cost of one trip, taking into account the recommendations of the State Audit, but even after this recalculation the cost of one trip is EUR 1.20.”

"Rīgas satiksme" disagrees with the opinion of the Sate Audit that the tariff set on January 1, 2014 is   overcharged. In its conclusion, the State Audit points out that the calculation of the cost of one trip does not take into account all the categories of passengers who use public transport. The State Audit believes that it would be necessary to register children under the age of 7, policemen performing their duties and wearing uniforms, as well as those passengers using public transport for free on festive days.

If the registration of the above categories would be introduced, then mothers with baby carriages would have to go to the driver to present the baby’s identity document and get a free ticket or to receive an e-ticket for a new-born in advance. As regards policemen, "Rīgas satiksme" believes that their presence in public transport increases the safety of passengers and minimizes the number of vandalism cases, thus reducing directly public transport maintenance costs. Furthermore, the above groups of passengers are too small and do not affect the costs of one trip. As for carrying passengers free of charge on festive days, "Rīgas satiksme" receives compensation from Riga City Council.

The conclusion of the State Audit that "Rīgas satiksme" has made unreasonable payments of LVL 75,000 to „Basketball club „TTT-Riga”” does not conform to the goals of the audit, as this payment is not included in the calculation of the cost of one trip. “Basketball club „TTT-Riga”” is the leading organisation of female basketball, which works professionally to further the development of the best female athletes in Latvia. The founders of the club are "Rīgas satiksme" and Riga City Council.

Ever since its foundation, “Basketball club „TTT-Riga”” worked on building a four-stage system preparing Latvia’s best female basketball players for combined teams of different ages in an organised and systematic manner, while providing the teams of its own system with the best players. This is the only such system in the Latvian female basketball, the efficiency and necessity of which is evidenced by the fact that 21 female players from „TTT-Riga” and „TTT- Rīga Juniores” were included in different combined teams. In addition, it should be noted once again that the payment made to „Basketball club „TTT-Riga”” is not included in the calculation of the cost of one trip, and is funded from the operating income of "Rīgas satiksme".
